- 2 cups of Bisquick mix
- 1 cup of milk
- 1 large egg
- ½ teaspoon of ground black pepper, divided
- 2 pounds of ground beef
- 1 large sweet onion, sliced
- 1 large green bell pepper, sliced
- 0.87-ounce package of brown gravy mix
- 1 cup of water
- 11 slices of provolone cheese
Instructions
- Preheat and Prepare: Preheat the oven to 375°F (190°C). Coat a 9×13-inch casserole dish with cooking spray and set aside.
- Create the Base Layer: In a mixing bowl, combine the Bisquick mix, milk, egg, and half of the black pepper until well incorporated. Pour this mixture into the prepared baking dish, spreading it evenly to form the bottom layer.
- Brown the Beef: Heat a large skillet over medium-high heat. Add the ground beef and cook for 5-7 minutes until browned, breaking it apart with a spatula as it cooks.
- Add Vegetables: Add the sliced onions and green bell peppers to the skillet with the beef. Continue cooking for another 5-7 minutes until the vegetables have softened. Drain any excess grease from the skillet.
- Prepare the Gravy: Stir the brown gravy mix, water, and remaining black pepper into the beef mixture. Simmer for 3-5 minutes until the liquid has slightly reduced and the gravy has thickened.
- Layer the Casserole: Evenly spread the beef mixture over the Bisquick layer in the baking dish. Arrange the provolone cheese slices on top to form the final layer.
- Bake to Perfection: Place the casserole in the preheated oven and bake for 25-30 minutes until the cheese is golden brown and a toothpick inserted into the Bisquick layer comes out clean. If the cheese is browning too quickly, cover with aluminum foil.
- Rest Before Serving: Allow the casserole to rest for 10 minutes before cutting and serving to let the layers set.

- For an authentic Philadelphia touch, consider using thinly sliced ribeye steak instead of ground beef. You can also add mushrooms or hot cherry peppers for additional flavor.
